a. Flash is not included.

b. Please set framerate at 60fps, then turn on Auto Low Light and set ISO at 6400 <recommended>. The camera will automatically adjusts to Lighting Conditions to produce optimal results whether you're shooting in bright outdoor environments or low light scenarios.
